GPU Not Responding- Fan and Lights not Turning on Either

Hello, I just build a new PC using some new parts and the old gtx 1070 and the ram from my old one. It was running absolutely perfectly for a week and a half but just yesterday while I was playing Rocket League my screen went black and then blue saying there was no HDMI input. The odd thing was that my pc was still functioning just fine other than that, i could still hear game sounds and my friends talking on Discord and I could respond. I shut it off and come to find out the light on the side of the graphics card is not working and the fan doesn't turn either on start up. I've tried switching out cords, slotting it in different PCI-e slots, I even threw it into the scraps from my old PC to see if it would work but the same thing happened every time. My power supply is a 550 W which i was told would be plenty for the 1070 and the rest of my gear but that's about the only thing I can possibly think of that might be wrong. And the weird thing about that is the old PSU in the other PC is a 650 and it still didn't work. Before i go waste money on new stuff I was wondering if anyone knew of any fixes for this or anything i could possibly do. Thank you in advance.

Edit: I don't know if this is very relevant but the graphics card is about 2 years old now and spent almost a year just sitting in a case not being used along with the rest of the old PC parts
 


I already tried that before and nothing shows up. From what i know i would have to go into bios to swap from the gpu hdmi to the on board one and I obviously cant do that but perhaps I'm wrong. And i think i have an EVGA Supernova 550 G3
 


You can simply remove the GPU so that display from the motherboard directly.
 


Yes, and I have tried this and it does not work. Still the same "No HDMI Input" screen on my monitor as there was with the gpu inside.
 


You double checked all your connections and you confirmed the monitor input. Since you just recently bought these parts I would start by replacing the motherboard.
 


That makes absolutely no sense. Nothing rings motherboard being fried. If it was i feel like nothing would work at all. I was still able to hear people and i could talk with them. Plus the mobo doesn't have anything to do with lights and fans not working on the card correct? I might be totally wrong but I feel like of all things that it probably has nothing to do with the mobo, especially since i know the old mobo i slotted into works perfectly fine and it still didn't work.
