GPU not running at 100% usage

Can someone please tell me why a graphics card isnt running at 100% load in some gaming benchmarks im running. The cpu doesnt seem to be running anywhere near 100% yet the gpu doesnt want to go to 100. Please help. i am going crazy.

What`s your GPU, and the rest of your parts.
I assume you either have a software lock on the GPU, or a bottleneck somewhere in your build (memory bus, RAM, who knows).

cpu: fx 6300 @ 4.8 cooled with h80i
Gpu: hd 7870 2gb AND Msi gtx 970 (was happening with both cards. cant figure it out)
mobo: gigabyte ga-990fxa-ud3
samsung 840 evo
cx600m
