hi my rx550 4gb isnt using all its vram in game and causing low fps. in task manager it says its being utiliazed to 100 percent but only using 2gb vram

On what basis have you concluded that you're underperforming where you should be and that your VRAM is your bottleneck here? You've told us nothing about your FPS or the game in question. Or, really, anything about your PC whatsoever aside from the GPU.

In most cases, an RX 550 will have trouble using 4 GB of VRAM in gaming since games that require that much are usually way too much for an entry-level GPU. The most likely thing is that the RX 550 has low FPS because that's the limit of its processing power. But since you haven't given us much in the way of information, it's hard to guess further.

Gpu usage 100%. In other words you've got detail settings maxed out for card vs resolution and the gpu has nothing left to give when scenes demand more.

Which kills fps hard.

100% usage is 100% effort, not necessarily 100% resource usage. About the only time you'll see all 4Gb used is in stress tests like MSI Kombuster or Firestrike, where the program is aimed at using every bit of vram possible, or some games like Microsoft Flight simulator.

There is a setting in some bios that says something like resize-able bar support. That might do the trick for ya.

The GPU isn't compatible and even if it was, this is the opposite of what he would want to happen. Helping the CPU to send data to the GPU even faster is counterproductive for a GPU already struggling to handle its workload.
