Hi,

I just upgraded from a 2500k to a i9 9900k since the my cpu died.

my current setup is :
cpu: i9 9900k
ram : 16 gb 3200
gpu : gtx 1060 mini
mobo : z390 designare

while gaming, my gpu never even reachs 50%...
already tried changing the power mode in the nvidia control panel and tried reinstalling the driver with geforce exprience but nothing changes.
any ideas ?

What games and what resolution?
i play at 1080p with a 120hz monitor.
the games i tried : battlefield 1, overwatch, destiny 2 , the witcher 3.
in all of them the gpu reached a max of 50-60%.

You have to back up your data and perform a clean installation on your ssd/hdd because you're running different hardware.
actually, the only thing i kept from my old pc was a hdd drive with all my files, i wiped the ssds(in the installation screen, used the erase function) and installed a fresh windows 10 on one of them.

i'm debating whether i should use DDU but i'm afraid it's gonna mess up my pc...
but i'm running out of ideas.

DDU it's very safe and highly suggested. You should use it while in safe mode.
Here is a guide:

I'll try it now, hope it wont ruin anything.

Are you using v-sync or any frame limiter?
Nope, i always make sure im running without vsync or any framecap - that's why i could get sometimes 70-80 fps but was still at 50% usuage.

Set your power plan to high performance in control panel, then retest.
ok, so to make it easier, these are the things I already tried :
  1. changing the power setting in the nvidia control panel
  2. changing the power plan in windows 10
  3. checking vsync/framecap in games
  4. checking refresh rate on monitor (got 120hz)
  5. disabling/enabling hept
  6. clean install of nvidia drivers with DDU
  7. clean install of windows was sone since i changed to a new mobo , so that's not an issue
  8. checked if it's game based - used unigine to bench, still got low usuage and 5400 score
  9. checked to see if the fans are running - they are
  10. updated to the latest windows drivers
