GPU not working with fan control

i try and decrease the fan speed of my asus r9 270x using afterburner but even when i reduce it the fans are still sounding like they are at 100%. Why isn't it working?

What are the RPM's of the fan when it sounds like it's at 100%? Could just be a problem with the fan itself on the card.
