Question GPU not working with the heatsink ?

It is a Sapphire RX 560D with default core clock at 1300Mhz and memory clock at 1750Mhz. I used it like this for one year.

When the heatsink is in contact with the Polaris 21 chip. PC is booting but the chip is not working and not heating up. The fans are spinning but monitor says "no signal" and keyboard light is turning on.

Without the heatsink the motherboard or gpu is not allowing the PC to boot but the chip is heating around 35C.
(fans are spinning but it just shows no signal on monitor and the keyboard light doesn't turn on)

MY THEORY: What i think is that when the heatsink is mounted its kind of pressurizing the chip and something is wrong with the solder balls under the chip, And without the heatsink the gpu is not turning itself fully on and preventing the system to boot because a ceramic capacitor is broken on the chip and it will put gpu to risk if it turns on the system.

Let me know if i am wrong.
I just want to know what is causing problem?
is it the chip or heatsink or what?

btw it got some ceramic capacitors 1603 broken. could anyone help me with the correct NF. I doubt its 100nf but i am not sure.
