Question GPU OC app can be limited by PSU?

Hello
I have an old Geforce 1070 and an older 550w PSU (5-6 years old).
It's an MSI Geforce Gamin x and I use the automatic OC app from MSI (for safety) aka the Gaming App, I don't see any fps improvement even in old games when using OC mode vs non OC, as my PSU is getting older would it limit the Gaming App in OC?

Ah, okay m8. You told before that your PSU is showing signs of failure, and Coil Whine has also gotten worse these days ? So, I would suggest you change your current XFX power supply unit, if possible. The power supply can limit the GPU, if it's is unable to provide stable power/voltage.
