Question GPU only works without drivers or in safe mode ?

Hey guys i have a radeon HD 6970, and basically its the best card i got, and not rly in a position to buy a new GPU, the problem is it works without any drivers, and whenever i try to install one the display goes off in the middle of the installation(shows no signal) and then i have to go to safe mode to get it to work again.(when i try to reboot into normal windows it just blacks out after the loading screen), and then after removing the drivers in safe mode only does it work.

I've only got HDMI, and the other outputs are displayports and dvi, which i dont have .

Works in 2d (win default drivers and safe mode) not in 3d is indication the card is faulty.
