Question GPU or CPU causing aliasing issues?

I have an issue(ongoing for years probably) and finally decided to ask the experts for some help :)

Problem - Aliasing(?) issue across all games, desktop, windows 10, apps, videos, images, basically across whole system.
  • Shimmering and flickering white lines. Extremely jagged/aliased lines (especially when zooming out/objects in the distance). youtube videos, pdf documents, apps, games, phone recorded videos, still images, ect
Concern - problem is consistently getting worse when doing any of the below.
  • playing games - Crusader Kings 3, Rimworld, Age of Empires. (exception are games like League of Legends and other non CPU/GPU demanding games)
  • using graphical software - Photoshop, Krita, Gimp, Blender ect
Tried/other info -
  • Swapped out RTX 2070 Super for a RTX 3060 Ti and it made zero difference. Also did clean windows install and clean driver installation in safemode.
  • Upgraded ram to 32GB (same brand/type/specs)
  • Replaced both HDD and SSD
  • 3 different brand monitors all 1920x1080, 1080p. Swapped out cables multiple times. Changing sharpness/contrast ect provides almost no improvement
  • Forcing AA, MSAA, TAA
  • Using DSR/Image scaling
  • Switching to different GPU drivers using DDU
  • GPU temperatures max around 80C. CPU temp max around 75C
Current specs:
Motherboard: Gigabyte Z390 UD
OS: Windows 10 Home
CPU: i7-9700K @ 3.6GHz 8 cores 8 logical processors
RAM: 8GB x4 Corsair Vengeance DDR4
GPU: RTX 3060 Ti Zotac Gaming 8GB 256 bit
Storage: 1TB SSD, 1TB HDD
PSU: 800 Watts - Standard 80 Plus Gold Certified Power Supply

Not sure where to go from here - should I swap out CPU? is my motherboard the problem? Can provide more info/screenshots if needed

Also did clean windows install

PSU: 5 years old - Apevia ATX-PR800W
BIOS version: F7
Clean install from windows website. Although would like to mention problem was there long before I reinstalled windows. Was also considering upgrading to windows 11

Yes confirmed I have swapped all the memory sticks between the slots. I replaced the RTX 2070 Super with the 3060 Ti about a month ago. What should I swap on the motherboard (or do you mean swap the whole motherboard?)
 
Try different monitor settings. Friend has some weird shimmering with refresh settings on his monitor settings to "fastest". Fixed when he switched back to just "fast".

Also confirm that the cable isn't the issue, monitor cable adapters can also cause all sorts of havoc.

I swapped and reconnected the cables (tried hdmi, vdi and displayport)
Messed around with the monitor settings: brightness/contrast/sharpness/modes. Majority of settings actually make it worse. I also tried calibrating the display colors, tweaking the nvidia color settings with no change unfortunately.

I've never actually noticed any monitor artifact issues such triangles/squares/circle in different colors or any black/white lines running across screens Monitors never randomly shut down or blink.

During my testing this evening i wanted to share what im seeing:
Below are images taken from my phone that compare my Laptop hooked up to the same monitor using same cable vs my Desktop PC hooked up to the same monitor same cable. This is a youtube thumbnail video that showed up in my home feed. "How Much RAM Do You Need for Gaming in 2023? by Testing Games"

Notice how my laptop's image is much better aliased in image 1 and 2 vs image 3:
