Gpu or monitor?

Hello I'm on a 400 dollar budget for either a gpu or a monitor I'm not sure which I should get my monitor now is a Samsung sync master p2770 and my current video card is a gtx 780ti reference my monitor isnt very colorfull and my gpu is very loud and runs hot I'm not sure what I want I really just wanna have a better gaming experience thanks.

I'm not sure what your end game is, but generally a GTX 780 Ti is a good GPU. If you want more GPU power than the GTX 1070 would fit within your budget. If you want a more "colorful" experience you would probably need to buy an IPS panel to get more vibrant colors. IPS panels are usually the best for gaming, if you want a competitive panel. But they are easier to see and are usually brighter than an LCD panel. So it is up to you on what you want to do with your $.

According to Anandtech's GPU comparison w/RX 480 4 gb vs. GTX 780 Ti. The RX 480 4 gb is lagging a bit in performance behind the 780 Ti, so it wouldn't be an upgrade of sorts. Yes it probably would run a bit cooler (depending on the case that the OP has), but I think the GTX 1070 would be the smart upgrade (unless there are parts of the OP's system that might need an upgrade first), IMHO.
