GPU overheating after reinstalled windows

Hey guys. Recently when I upgraded to Windows 10 my PC started shutting off when I streamed youtube videos or played games. I figured it must've been a driver issue, so after trying to fix that for a day I went back to Windows 7. I have the same issue here.

CPU went up to around 100C under heavy load, but after applying new thermal paste(or rather toothpaste, as I didn't have thermal paste at hand), it seems to be a lot cooler.

Now my GPU is acting up, though. Idle temperature is at around 80C, and when I played CSGO it shoots up to about 105C. I drop down to 20-30 fps and everything is really slow.

I've used a can of compressed air to clean out dust, but it hasn't really helped.
I also installed SpeedFan and set it to 100%, but I couldn't hear any difference.

It's a ATI Radeon HD 5750.

Ideas?

Toothpaste probably acts like a thermal insulator rather than a thermal conductor, and let's hope it's not electrically conductive. Your CPU is probably getting hot and thermal throttling which is why your FPS are dropping. Clean the CPU and cooler thoroughly and use proper thermal compound.

I'm definitely not kidding, though I agree it sounds preposterous. Haha.

CPU temperature is more stable and overall lower than it was before I applied toothpaste. Before it was at around 100C when I played CS, and now it's at max 60C (around 40C idle temp). I will change out the toothpaste with proper thermal paste tomorrow, though.

The overheated component is my GFX card though. I havent applied any liquid household items to it (yet), but I doubt thats a realistic solution.

I'm not so sure the fan is working, actually. In CCC it says the fan is running at 59%. When I enable manual control and set it to 100% nothing changes.
The PC is positioned against a wall (I know its bad, but I don't have anywhere else to put it), so I can't easily check it physically. I'll reposition and check it out

Okay so I took out the gfx card and removed the fan to properly clean it. I smeared some of the left-over thermal paste already on there around to give a better coverage. My GPU is cooler in idle than it was earlier. I'll have to test it for a while to see if it's good now.

Still not sure why I can't manually control GPU fan speed. I have it set to 100%, but it's chilling at 36%. Insubordinate piece of shit
