Question gpu power

hey there
im trying to oc my gpu with oc scanner but it gives me only +12mhz... is there any advantage if i power my gpu using 2 individual cables from psu? my gpu is a gtx 1070 with a 6 and 8 pin conncetor
right now im using 1 cable for both 6 and 9 pin connctors

Not really. Typically when they have ganged multiple connectors onto a single cable they have used thicker wires. There is some slight benefit in spreading the load out. Would slightly reduce the temperature of the wires, and current likes to flow on the outside of wires. Those two factors would result in slightly lower resistance, which would cause voltage drop over the wire to be slightly reduced. But we are talking mV here.

Likely the power limitations set by Nvidia, or you are reaching maximum temperature. Some GPUs just can't go fast.
