Question GPU powers on, but no fans spin & LED strip not lit ?

I have a recent pc build with a MSI 3080ti and has work for a few months when today I go to turn it on and nothing happens. MB has power and LEDs are lit. I hard reset the surge protector and everything turns on as normal except the gpu. The fans aren’t spinning and the led strip doesn’t light. NZXT cam shows the gpu clock is normal and temp is displayed but fans never kick on and I cannot get the LED strip to light through MSI mystic light. MSI afterburner won’t let me turn on fans either. I reset the GPU in the a lot along with all the three eight pin connectors at the PSU and GPU. Here is complete build https://pcpartpicker.com/list/xkm2vf
What could be the cause of this?
 
Right I understood his hesitation. But I’ll check for the VBIOS but I have heard of them bricking GPUs so I’ll probably just go through MSI warrenty

Well.... sorry I coulnd't be of more help.I hope you get it fix it as soon as posible. And if you don't mind let us know what was the solution so this thread may become usefull for someone else with similar situation.

Don’t be sorry I appreciate all the help! I will post an update with whatever fixes it.

I do not think this has nothing to do with your issue but if you wana try one more thing:

Turn off the PC, unplug it from the wall power socket. Remove CMOSs battery, and leave it out for 5 to 10 mins. Now press the power button a few times and then hold it down for 30 seconds too to drain residual energy. After this you should also jump the two pins to Clear the CMOS or press the clear CMOS Button on the motherboard if theres one.

(If you have doubts about Clearing the CMOS using the jumpers look at your mobo manual, I think this is the one: https://dlcdnets.asus.com/pub/ASUS/..._TUF_GAMING_X570-PLUS_WI-FI_UM_WEB_060319.pdf, page 23)

Once you done all that, put back in the battery, and try to turn ON the PC.

If it works, thats a huge "if", then you may need to go back to the BIOS and enable XMP/DOCP.

Be very carefull and remember to unplug the PC from the power wall socket.
