Gpu reached 95c

My vga point of view gt 640 2gb reached 95c while gaming with 100% fan speed 3days ago, and from then constantly reaching 87-90c, while on idle 55c.
Im worried as i checked on their website, the maximum temperature of the gpu is 98c.
What's causing it?
1. GPU is cleaned out of dust.
2. Room temperature is 30c during the day.
3. I checked the fan and was spinning good.
4. Drivers are up to date.
5. Msi afterburner shows 0 Fan tachnometer RPM ( ? ) while fan speed is 35-40% idle and 95-100% while gaming.Is it ok to be 0( ? )
6. The only thing that comes to my mind is reapplying thermal paste. I used to have 72c while gaming before it started to go at 90C, can thermal paste make the difference and get 10-20c drop? ( ? )

I have personally experienced significant improvement by reapplying paste on older cards. I've works on a system that would hit 95c within one minute and eventually crash. All I did was re-apply thermal paste and after an hour it maxed out at 85c, I would recommend this.

Keep in mind a gt 640 is not a powerful gaming video card at all by today's standards and will be running maxed out while playing any modern game.

Are the fans spinning? Some GPUs won't run the fans until they hit a certain temperature.
