GPU reaching 78 degrees under load is it normal? (looking at it from MSI after burner).

So for the past few days I have been using my rig for gaming and my gpu is a RX 480 and I saw the tempt rising up to 78 degrees in Celsius. Is this normal? The Model of my 480 is the MSI gaming X edition and I seen from benchmarks that it was highest at 73. My case is a Phanteks Enthoo Pro M.
 
Oh and when it's idle it hovers around the 35 to 50 degrees area /: I'm not sure what it is but I thought it should be doing around 30 to 40. When I play my games I don't even hear the fans going on. Might just be they were off but I don't really get how they turned off without me doing anything
 






Well I just ran Heaven sword benchmark, constantly looking at the GPU temperature and the fans usage. Using only 10 to 25% (high) while the gpu high was 72 degrees Celsius while it's average was 65 to 66. Sometimes (when it first start) it even has a low of 55 with fans off. This is getting fps of 120 top and average of around 60, should I have my fans on or off as my idle tempt drifts around 40 to 50. Sometimes low at 30
 
If you're doing what GamerBoy357 said and applying a new layer of TIM on your GPU IHS, I'd suggest Thermal Grizzly Kryonaut (if you like conventional silicon non electrically conductive paste) or Coolabratory Liquid Pro (if you're into liquid metals, but electrically conductive). But unnecessary though as MSI doesn't do a bad application of TIM on their GPUs, naada. You'll probably gain like 3-8C lower temps and more if you use liquid metals.
RX 480's TDP is rated at 150W and so is GTX 1070's. Safe to say that an RX 480 would hotter than a GTX 1060.
Your case is an Enthoo M? What's that, an Enthoo Mini for mATX boards or something?
 

I actually was reading the temperature wrong (still new to the MSI burner) and was monitoring my temp, fans and locking my fps to 60 which made my GPU only go up to maximum of 72 degrees (benchmark) compared to the 78 that I saw before. I think that's aright but it only went up to 72 one or two times, otherwise the highest was 64 to 66 and average of 60 degrees.
