GPU reaching 99% usage at just 700 mhz

I have a Gigabyte GTX 1060 GB graphics card I was having massive fps drops in all games so I decided to monitor what's happening and I found that my GPU was reaching 99% usage with just 700Mhz core clock and around 850mhz memory clock, that was a very strange behaviour from my GPU so I decided to do couple of things including a fresh installation of drivers using DDU, changing performance mode to prefer maximum performance in Nvidia control panel but nothing worked so after trying everything at last I stumbled upon to advanced 3D image settings in Nvidia control panel, and in there changing from "Let 3D application decide" to "use advanced 3D application settings" made it reach upto 1500 mhz but still having massive fps drops in all games that ran flawlessly in the past can you guys please suggest me something regarding this?(Note : I'm running windows 10 and it's up to date) Thanks in advance
My pc specs :
i5 7500, GTX 1060 6gb, Asus strix B250F gaming motherboard, 16gb ram and a 550 v psu
 
thats where the issue is from.
unplug power cord, press power button 20s, clear cmos with the JUMPER (not the button if the board has one),
if the board doesnt have a jumper just remove the battery for 5min.

battery back in, power up, go to bios, load DEFAULTS, save and REBOOT.

go to bios and load OPTIMIZED settings, save and reboot.

now adjust all cpu/ram/vrm/power related settings to either optimized or normal/regular,
only if it shows none of those, select auto.
save settings, reboot.
 


 
I did the same but still the same problem I have to disable cpu c state in the bios in order to get the performance plus my cpu is not reaching turbo boost even at load it reaches 3608 mhz max but it's max frequency is 3800 and even when temperatures are not that high, also I have noticed my GPU doesn't use more than 80% power even at 99% load sometimes randomly power usage drops at 32% and results in fps drops I'm using an Asus strix B250f Mobo and the bios is up to date and I've loaded defaults after clearing cmos
 
did you check cpu temps under load?
you can use something like afterburner/aida64 to monitor temps,
while running prime95 to stress all cores to 100%.

dont do anything in the background, watch temps and stop prime if it goes beyond 85C.
run prime for about 30-60 min, to give the aio time to "saturate"
and level out (temp).
 


 


 
My 2 sents worth of suggestion.If you predict its psu/power problem.try get a hardware monitor program.I personally use aida64.Speccy are free but doesn't give accurate reading on my mobo.

PS make sure your heatsinks seated properly.Reason why i stick to amd as i really dislike intels heatsink setup 😀
 


 
Hello guys I've tried everything but still getting those annoying frame drops and I don't understand why the 60 fps with v sync on looks way smoother on my friend's computer than mine even though our builds have same hardware I remember when I tried my GPU with his pc the 60 fps looked smoother and on mine it looks really bad I've also done a clean installation of windows and drive's are almost empty so there's no chance of any virus behind this (Note: we both are using 60hz monitors)
 
Okay fry I understand this but still I was focusing on software related problems since on battlefield 1 whenever I try to run it with Direct X 12 mode the game's menu freezes but on my friend's computer it doesn't freeze I've tried reinstalling the game several times + have also reinstalled windows 10 but it freezes no matter what is this a cpu related problem too? I've tried disabling all type of overlay programs as I've heard direct x 12 has problems with overlays and rivatuner even a clean boot doesn't work with it
 
Not up to date on intel chips, but i would say not over 70c for continuous use under max load.
Any chance to swap cooler?
Maybe just grap a cheap arctic or any cooler with 70-140mm fan that has a copper block.
