Question GPU run at max when im opening discord or other app

My 1070 runs at max speed if i open google chrome or win media player etc but that's odd, because some months ago it wasnt doing that and i notice the card isn't using the boost in games i tested the graphics on low high ultra same result no boost using.

Have you installed the latest drivers? What make is your card, ASUS,MSI etc... What do you mean with max speed? Is it the fans or core clock or everything.

More detail such as is it OC'ed, and other system specs are needed before anyone can help.

Msi gtx 1070 aero 8gb OC (not itx version)
And yes i have the latest drivers
Edit: No OC, but i oc once didnt go to well with the coil whine
Motherboard: rog strix b250F
Cpu: was an i5 7400 but i sold him to save money for something and now i hve intel celeron g3930
8 gb ram
128 ssd 500gb hdd
My speed core clock is stuck on 1531 and normal in games i would have 1750 with boost but no i dont have
PSU: evga 1000W gold gq
