Question GPU running at 100% about a quarter of the time in starfield what effect will upgrading the CPU have

Currently I am running a 5800x3d with a RX 7900 XT GPU. When playing starfield maybe 25% of the time the GPU is running at 100%. There are times when the CPU also runs at 100%. The question is if I upgrade to a 7800x3d and keep the same GPU will the GPU run at 100% even more than it does now or less?

Let's speak about my example:
Gigabyte X570 mainboard + 32GB RAM + 5800x3d+RX7800XT.
I play 90% Throne and Liberty.
This is based on Unreal engine.
In my case i get 120 FPS in static parts and around 80 FPS in crowded area with much action.
On "bosses" or in mass pvp i get around 60 FPS.
All this at 4k with settings on max.
A few details like volumetric fog and like that are lowered to max out the fps.
But you are encountering a strange behavior with you CPU.
In my case , my CPU is relaxed at around 30-50 %
Indeed the GPU is working hard , more then 90% loaded all the time.
What windows do you use and what driver ?

EDITED: I tested with game in a windows. I noticed that the GPU all the time is at peak, at 100%. On the other hand i noticed that the CPU is using usually 50% but in some cases it went up to 97%.
Of course for short period of time.
So i think that this is normal to you either.

A 7800 X3D is one of the top gaming CPUs on the market; upgrading is going to have a very minimal effect on FPS. Nowadays, CPU upgrade bring very minimal improvements to FPS anyways; GPUs are where you see significant performance improvements generation over generation.

That being said, without any additional information, we really can't say whether a specific upgrade will help. It is worth noting Starfield (and literally anything from Bethesda) tend to be unoptimized performance hogs so the performance you are seeing could be quite *normal*.
 
What do you care about cpu and gpu utilization?
I would think you cared most about gaming performance.
Is your gaming performance satisfactory?

The cpu generates frames and the gpu presents them.
The process is not necessarily overlapped.
Upping the performance of the cpu should improve your fps some.

I think a 7800X3d upgrade will also involve a motherboard change, and possibly ram also.
