Question GPU running at 100% with frame drops & stuttering ?

Recently I noticed I had frame drops/stuttering while playing games. I have a 1080, and basically overnight my gpu usage on games has gone from around 60% to 100%, except I am getting lower fps than I was before (200+ to 90 on cs:go) along with frame drops.
The temperature of my gpu has also never gone above 60C even with fans on low.

PC specs
i5 9600k
Asus Z370-G
32gb 2666MHZ (2x16gb)
500gb SSD + 1tb HDD
ASUS ROG 1080 8GB

I have tried installing an earlier driver which did not work.
Any other suggestions would be appreciated.
 
How is the cooling ? Getting a hot box ?
Can you post some temps, perhaps run HWInfo64 and get MAX temps from CPU and GPU
Ran the HWInfo64 software

Max CPU Temp: 49C
Max GPU Temp: 57C (fans are also not currently on)

Not running much currently though, but was monitoring gpu temps while playing previously and didn't see them go above 60C.

CPU isn't boosting. What are temps while gaming?

What cooler do you have?

RAM isn't operating at correct frequency. Are they installed in slots a2-b2?

XMP enabled in BIOS?
CPU temps while gaming maxed at 57C, GPU maxed at 57.4C

Dont know what cooler I have (but i think it is stock from a different CPU)

Don't think i have the setting enabled to increase RAM frequency, but are both installed in a2-b2.
 
Those are your max temps after a 20 minute gaming session? Well that's amazing! Do you live in an igloo Antarctica by chance?
Those were avg max across the GPU/CPU. The hot spot max was 65C for GPU and CPU was 64C, which isn't much higher. And no, I don't live in Antarctica. I do usually have a window open behind my pc and the room fan on, but I wouldn't think that would make too much of a difference.
