Question GPU running at 95% causing performance loss

I recently bought an RTX 2060 but it's performance awful, in low end games like rocket league I can barely reach 100fps before gpu maxes out. So I bought an RX 5700 for comparison and it runs amazing, 250 solid frames, great benchmarks results, and I'm happy with it, But what can cause the RTX to perform so poorly? I really love the way the RTX looks and i built my new PC with that card in mind, if I can find a way to fix it or make it work I would love to keep it, thanks for any help.
 
I updated the drivers, bios and chipset. Im not peaking 60 degress. I've uninstalled previous drivers, tried rolling back to earlier drivers, uninstalled any frame capping or game performance software, checked the bios to make sure RAM wasn't being restricted, nothing is overclocked, and the CPU is a ryzen 7 2700 that only runs about 13% while in game, meanwhile the RTX is capping at 95 to 100%, Which isn't unusual in high end games, but rocket league? I've seen low end cards hold 144 in RL.

Edit- Temps never peak 54 degrees.
