I recently build a new computer with the following specs:
MB: MPG B650I Edge WIFI
CPU: 7800X3d
GPU: Asus ProArt 4080 Super
RAM: 32GB DDR5 6000 Mhz Corsair Vengance
PSU : Cooler master v850 SFX Gold
SSD: I have two M.2 SSDs connected One Gen 3 and the other Gen 4
Note that i use the phanteks evolve shift xt case, and the GPU is connected with the included gen 4 riser cable.
After playing some games, i noticed poor performance and after troubleshooting i found out that the GPU was running at x1 ( @ x1 4.0) in both CPU-z and GPU-z. The weird thing is that when restarting the computer it sometimes goes back to x16, however when putting the computer to sleep or restarting can sometimes put it back to x1.

- Reinstalling GPU drivers with DDU
- Updating Chipset drivers
- Reseating the GPU and riser cable
- Tried cleaning the pcie slots
- Restoring all BIOS settings to defaults
