Case: NZXT H700
That case was known to be bad thermal wise. Take the side panel off and aim a fan to the innards, see if that helps.
I have set the resolution at 1440p and the graphics quality to 'High'. MSI Center shows GPU usage 100% and temps at 71C-72C. If I reduce the resolution to 1080p, the temps do come down to 63-65C.

Are these temps normal for prolonged gaming sessions?
You forgot to mention what sort of titles you're taxing the GPU with.
Sorry, I did not understand which side panel, do you mean the tempered glass or the metal panel?
I have been playing GTA Online, Train Sim and Forza Horizon 5 lately. All of them at 1440p. I forgot to mention that the monitor is LG 32GQ950.
71deg is ok for that card under gaming load. Hows your gpu fan profile set up?
I have disabled Zero Frozr in MSI Center, could not find any setting to configure GPU fan RPM manually. I also set the case fans to run at full RPM in the BIOS. Note that I have not setup any kind of overclocking.
What were the temp before you had the card fixed.
Did you pay a company to do this or do it yourself. Unless you mean something different BGA generally refers to removing and resoldering chips to the board.
Not a trivial thing to try and many things can go wrong. Could though be as simple as the paste or pads were incorrectly replaced.
I paid a company to repair it, this was beyond my expertise
MSI Service center could not repair it(not sure why they could not) and returned it saying BGA faulty. Reached out to a third party chip level repair center, explained the issue to them and what I understand from them is that they basically reballed the BGA chip(GPU carrier chip).
When the card was paired with 1080p monitor, I did monitor the temps much, the tempered glass paneI would also not heat up much. I bought a 4K monitor LG 32GQ950 last year, since then I have been playing games at 1440p. During long GTA Online game sessions, the tempered glass panel would heat up very much. The I/O shield of the Graphics card would also get hot substantially like it is getting heated today. It is probably because of this heating issue the BGA went faulty. Since I see the same symptoms after the repai, I am worried it will go bad again.
