GPU Scaling made display all fuzzy

Hello,
I recently bought Assassin's Creed Syndicate and tried to run it on a R9 270X at 1600x900. The game was letterboxed when it was in fullscreen/borderless and optimal in windowed mode. So I asked around the Steam community forums to see if they knew any solutions for the problem and one person suggested I enable GPU scaling from the Catalyst Control Center

Well my problems only got worse, since enabling the GPU scaling option made all the text, images and games blurry. It's really annoying.

I uninstalled > rebooted > and reinstalled the catalyst drivers but didn't change anything. Is there any way I can get rid of this fuzzy display? Thanks in advance

Solution
The fuzzy screen image is because when you use gpu scaling you are changing the resolution and hz range of the video signal in order for it to fit or fill the display panel.

The Hz range of the signal is slightly above or bellow what it should be for the set resolution.
depending on your display panel and its size you have.

Simply click on my digital flat panels in ccc.

It will tell you the maximum reported resolution the panel can display and at what Hz range it must be set too.

Download the latest driver from ATI crimson. released yesterday.
You have an added option in there to set a custom digital resolution.

If the screen displayed does not meet all of the edges of the panels display use the scaling options of underscan or...

If the screen displayed does not meet all of the edges of the panels display use the scaling options of underscan or overscan slider bar in the scaling options menu.

Preserve aspect ratio, turned on, gpu scaling turned off.
Make sure your mode is set to progressive, if it is in interlaced mode you will get a screen where text looks like pixels of the text are missing.

When interlaced mode is selected it is always half of the Hz range of a progressive screen mode.

eg. 1920 x 1080P @ 60Hz

1920 x 1080I @ 30hz-25Hz Interlaced is half of the image because either the odd or even lines are not drawn of the overall displayed image on screen.

Thanks, it did help out quite a bit. Although there is still a tiny blurring it's probably because my monitor is over 9 years old.
