Question GPU suggestion for current build / needs?

I am looking to upgrade my GPU after almost 6 years. I have a 1440p monitor and am having trouble running most games. I usually hit around ~30 frames. I tried using a Red Devil RX 580 for 1440p gaming and didn't get much improvement.
Any suggestions? I have more than enough overhead in terms of my PSU but I included some specs just because I am unsure if bottle necking would occur.

Here are my current specs:

CPU: Intel i7-4770k

Memory: 16GB G.Skill Sniper RAM

Motherboard: Gigabyte GA-Z87X-UD3H

Graphics Card: Zotac Geforce GTX 770 w/ 4GB

if you can afford a 1070Ti then that is obviously what to go for.
will handle 1440p just fine, and do really well at 1080p.

The reason you didn't get anywhere with the RX580, is because that card is basically a 1060, and neither of those cards are any good at resolutions higher than 1080p.

I think I decided with a 2060, they seem reliable for 1440p gaming. About 350-400 is my price range.
