GPU temp sensor is broken ?

while pc is idle gpu temperature is 76 celcius shown but when ı touch to case it's nowhere 76 plus my gpu only works with one fan. Because of this my gpu clock drops from 920 mhz to 420 and it impact my performance.

Actually it could be correct temp even if GPU on the outside is not that hot. Reason is that temp is measured inside, and if heatsink is not taking the heat away from chips (because, for example, thermal paste is no longer working properly) it could be cold. If the temp sensor would be broken, it would most likely report some impossible temps (like negative).

so ı should open the gpu and restore the thermal paste and clean. Thank you ı will try it tomorrow. oh forgot to mention but why not my gpu's other fan starts to work

Well it didn't worked.

That's not good. Because no matter if it is temp sensor failure or something causing the chip to really get that hot, there is no way to fix it at home.
