GPU Temperature stays at 60 degrees C

My GTX 1050 TI's Temp. is capped to 60, I think. A month ago it was 70-75 and I could play high graphic games easily with 60 fps. But now the temp wont go above 60 and i got 40-45 FPS ingame...I think i cant get enough power out of the GPU. It doesnt really "get warm" , just like like a car engine...
MSI Afterburner says 100% Usage and max. temp is set to 85 degrees... Please help me

Have you tried reinstalling drivers or Afterburner itself? Sounds like a bug of some sort capping your temp to 60C.

I reinstalled the Graphics driver and Afterburner twice, is it worth trying to open my pc, pull out the gpu clean it, and put it back in? I could try that

Worth a try at this point. Tried rolling back to an older driver that worked correctly before? If you end up cleaning your PC, double check the cable connections as well.
