Yeah, only the newer ATI cards (the XT cards) have the thermal monitoring built into the cards.
Older ATI cards cards will not offer this features as it's not a feature that was built into the cards.
Some OEM-partners like Tyan did add the temp. sensor in their cards (along with the utilities to monitor them), but those are rare exceptions.

OK, thanks for your 'uninformed questions' which would have been better answered by some research on your part instead of questioning the advice being given by someone who has done their research. So if your questions weren't based on your opinion do you just generate them at random? WHY? How?

All your questions do is bring into doubt the original correct answer which was even supported by the location you could look into to get additional support.
Perhaps you should've just checked for the info yourself with a quick look in google or even at Digit-Life. I realize how difficult that is being that RivaTuner is such a secret.

Asking questions is fine, questioning people's answers therby forcing them to reaffirm their original statement, not cool.
So, what have you added so far to the forum? A discussion involves an exchange of ideas, so far you've simply provided objection and interogation without anything in return.
