Gpu Terribly under preforming

GPU: Nvidia GTX 1070-Ti - 110.1%

Also says "GPU performing way below expectations (13th percentile)"


 
Two things stand out on your bench.

1. You're not running windows off an SSD. And most enthusiast gamers run everything on SSD/M.2.

2. Your 1070Ti is underperforming a little. Could be the PSU. Could also be driver issues if you did not use DDU.
Have you tried overclocking it?

3. you keeping everything below 80c while gaming?
 


I did use ddu and I updated the drivers yesterday
