gpu throtling like crazy

so, i recently bought a r9 380 strix 2gb and while playing games the core clock is fluctuating like crazy and that causes the game to stutter, its ussally fluctuating between 650-950mhz (rarely reaching the 990 max) but in some extreme cases it goes all the way down to 450/500. this is really anoying, games are stuttering all the time and fps is fluctuating like crazy.

so, did anyone had a similar issue? is there a way to lock the core clock at 990mhz?

btw this isnt thermal related, temps are always under 74c.
 


cpu: i3-4170
mobo: msi h81m-e33
ram: 2x4gb 1600mhz
psu: evga 500w 80+ bronze

temps are always under 74c but this isnt temp related as it happens even when its under 60/65c
its also not a cpu bottleneck since cpu usage is rarely over 70%
 


Are any of the threads hitting 100%? Is this happening in one or all games?

What game are u playing? Also Full Screen? I had similar issues wiht The Division i had to go full SCreen Windowed mode to solve it..well kinda similar mine was more like screen tearing
