GPU throttling or what??

So, I'm at a loss..

I have 2 gaming PCs. 1 I put on the shelf for about a year, and recently got it running again.

Specs are:

AMD FX 8320 @ 4.2ghz water cooled

AMD RX 480 8GB MSI AMOUR

Gigabyte 970A-DS3P

12GB DDR3

SSD primary w/ HDD storage



My problem is, I used to get comparable-ish FPS to my 1060 6gb card. But now I'm running 35- 55 fps in EVERY game.

I have an AMD R7 360 2GB card, that is pulling higher frames in same games.



Temps are 55 for CPU. 60 for GPU.

Doesn't matter about overclock. Stock, under volt, over volt, -50 or +50 power limit. MSI afterburner, or wattman.

Card is stuck with same FPS everywhere.



Deel cleaned system, re-slotted all parts, ram,

Driver updates, etc..



In middle of fresh install.

I just don't know what to do. Card was sent for warranty, came back fine.



And it crushes 3D mark and Kombustor benchmarks.

Well if it performs good at benchmarks then the card is fine.
What afterburner says gpu limit is ?

The temps are good but the 480 should not even had about the same performance as the gtx 1060 6gb unless it was bottlenecked by the cpu

That doesn't explain why its running with r7 360 card.
Or not going over a certain temp with under utilized GPU usage.

Driver issue maybe?

There are lots of debate about performance, and game based differences. But the 480 was the counterpart to 1060 before 580/590.
