USAGE FROM MOST TO LEAST IMPORTANT: Gaming - mostly all games that will appear in 2019 and those that already are

CURRENT GPU AND POWER SUPPLY AND OTHER RELEVANT SYSTEM SPECS: I will attach in this photo my current build https://imgur.com/4GgSXzP

PREFERRED WEBSITE(S) FOR PARTS: - COUNTRY OF ORIGIN: Romania - Bucharest

PARTS PREFERENCES: I want RTX 2070 or GTX 1080, this are my preferences, but if my build is not made for a GPU like those i am open to suggestions

OVERCLOCKING: Don't know how, but everything can be learned SLI OR CROSSFIRE: No

MONITOR RESOLUTION: I have Monitor LED LG Gaming 24GM79G-B 24 inch 5 ms Black FreeSync 144Hz (1920x1080p 144Hz), u can see it in the photo above

ADDITIONAL COMMENTS: I want the best GPU for my build, someone told me that bottleneck will appear with my CPU - Ryzen 5 1600, trying to avoid that problem. So, can i buy RTX 2070 and play games at Ultra/High without problems?

BTW my current GPU is GTX 460 FeelsBadMan

Overclock your Ryzen 5 1600 to >3.9 Ghz and then buy a 1080ti. They are still going for $550 on ebay, or you can buy a new 1080 or 2070 which should help you max out games at 1080p 144hz. I also game at 144hz and find the 1070 adequate for some games so a more powerful gpu would provide an upgrade path for 1440p 144hz.
 
@hang-the-9 I don't think I will upgrade my monitor too soon, the next thing I will urgrade will be the CPU (next year i guess). But how knows, maybe I will upgrade the monitor too so in this case I would rather go for Nvidia 2xxx series.

@Blatcher2 I will, if I will find how to do that and I'm pretty sure YT will help.

Thank you both for your advices, I think I will go for Gainward GeForce RTX 2070 Phoenix GS 8GB GDDR6 256-bit, but I'm not sure yet. Could you help me to pick the right one, I would like a silent and cold GPU in full load.
