GPU upgrade problem

Hi I recently installed a new graphics card (evega GeForce gtx 1070) and and new psu about 750watts. When I first installed the graphic card my computer had never run better. But a couple days later my PC became slow when turning on, browse, and playing games. I did install the required software for the gpu. I check my wifi to see if that was why my PC was slow but it wasnt. My worry is that my CPU is putting a so called bottle neck on my gpu performance causing sudden drop in frames and creating a weird choppy feeling. All I want to know is if this fix able. I current can't list the spec of my PC but if/when some one replys I shall hand that information over.
