GPU Upgrade Question

I've been wanting to find a decent upgrade for my 8 year old desktop pc. Its and HP Pavilion p6142p with AMD Phenom 9650 X4, 8 gigs of ddr2 ram and I'm currently using Nvidia GT 610 as my gpu. I bought an RX 460 as an upgrade gpu, but I think my cpu is bottlenecking it as my fps is about the same as with the GT 610. I only really play Minecraft by the way, but I'm just wondering if Its a good idea to pair that cpu with the 460.

And if its indeed a bottleneck which card could I get as an alternative solution until I can replace the PC with something newer.
 
It is a good pair for the Phenom as it still is a decent CPU. Minecraft normally is really dependent on the CPU so changing the GPU will not change much. But you should be getting solid 60 fps+ on this setup, so what kind of fps are you getting?
 
Well it varies depending on where I am in the game and what I'm doing. In the least demanding scenarios I get 100 to 200 fps although it rarely breaks 200. But in more demanding scenarios like in my base and such it can dip into the 50s and 40s and even the 30s sometimes. But I'm just saying it doesn't seem to give me much of a performance increase over the GT 610 I was previously using. But in a cpu bond game I guess the gpu doesn't really matter as much?. Like that cpu isn't anywhere near i5 let alone i7 level performance, but I still consider it good to ok for what I do anyway. I don't play any other games besides minecraft so I guess it doesn't matter that much to me. Sometimes I seem to get breif studders like one moment I'm at 60 fps and the game lags abruptly for a split second and then fps returns back to normal.

And keep in mind this cpu isn't even a phenom 2 its a first gen phenom
 
Yeah that's exactly what I'm opting for only reason I'm still using the phenom is because the computer its powering was bought used for me by my mom so I can simply have my own pc. But she can't afford to get me a new one as of right now so I'm stuck with the phenom for now. Would getting a smaller card like the GT 730 or r7 240 be a worthwhile upgrade form a GT 610 though?
