GPU usage 100%, Low fps in everygame

So i started having this problem a while ago, it goes and it comes back every now and then, so i started monitoring my gpu, it seems like im using 100% of the gpu (GTX 860M 4gb) and getting low FPS:
i used to get like 60fps in pubg sometimes 30 and 40, but now i get 11fps in THE LOBBY (it used to be like 80/100)
also some games won't launch like Rainbow six siege
I checked device manager and it says that the device is working properly (gpu)
Specs:
12GB ram
(Graphics card's drivers are up-to-date: 390.77)
i7 4710HQ
GTX 860M 4GB

Have you checked what driver the laptop manufacturer recommends. Drivers that come from sources other than the laptop manufacturer may not be supported.

You could download something like Process Explorer and it will tell you exactly what processes are using your GPU. It is possible that you could have a bitcoin miner virus. You could get some of the free scanners like Malware bytes that can help you diagnose if that is the issue.

By any chance, is your windows build in 1709 aka Falls Creator update?
