gpu usage and fb usage jump up and down

Whenever i'm playing games my gpu usage and fb usage simultaneously drops to 0% from around 100%, which causes my overall frame-rate drop. I have checked my temps and they were fine, and my cpu is running at a fairly reasonable 3.8ghz, whilst not being used at a ful 100% - so they arent throttling it. I don't have the spare parts to troubleshoot my computer manually and the diagnostics tests i have run have shown no errors or problems (but some have shown "below par" performance). What is wrong and how can i fix this? Is it a RAM problem?

Ryzen 5 1500x @ 3.8ghz
G.skill 8gb DDR4 @ 2400mhz
Radeon RX 580

What is the make/model of your power supply and motherboard? Just need to know what we are working with here.

I have a B350M Gaming Pro and a be quiet straight power E9 (80+gold).
Also, I’ve ran fur-mark to see if there is any thermal throttling and both gpu usage and fb are both high, also during some games like rocket league, but when I play something like stellaris the gpu usage goes mental. Could that indicate bad storage or something?
