GPU usage around 40% on all games and benchmarks

All my games suddenly started running at half the fps and after monitoring my gpu usage using MSI Afterburner I noticed that GPU Usage is always around 35%-45%....My Gpu is GTX 750(non ti)....I also noticed that FB usage is almost maxed out at 99%....This problem suddenly appeared and there's no bottlenecking going on....
 
Vsync is turned off...and even on GPU benchmark applications the usage is below 50%..The GPU Somehow seems unable to go past 50% usage...As I mentioned earlier the FB usage is at 99% so there is a problem with memory bandwidth available but the bandwidth is unchanged in GPU-z....It's almost like my GPU is half as powerful as it was before and some games like FIFA 15 run well at 60 FPS but demanding games like Battlefield 4 etc. at 1/2 the earlier FPS....and There should be no extra power connector because my card uses less than 75 watts

new ones....Surprisingly the score for both Graphics went up from 7.5 to 7.6..Is the FB usage supposed to be maxed out?and what does FB mean? I think it has something to do with Memory bandwidth but is it related to size of VRAM? It's maxed out even during simple rendering test....and is gpu supposed to run at 100% even during rendering test such as Novabench and GPU-z rendering or do I need to download 3DMark?
 
Hello... Your WEI numbers are great... is it possible that you set a Windows, MSI, or Nvidia setting to "Power Saving" or NON-Performance setting?
Where are you reading "FB" at? do you mean FSB? or PCIe FSB speed in the BIO's?
Are you like going through a manual playing around with non stock settings on your MB and MSI? and now things run worse?
 
Bios settings are all default and I'm getting the FB thing from MSI Afterburner HW monitor....The FB values are only ones that are extremely high and they apparently show how much memory bandwidth is being used by the GPU.....Even when stress testing the card the usage is still around 50%....Can a damaged GPU run at half the speed because I was under the impression that it will either work completely or not work properly at all....
 
Hello... There are 3 Power/Speed settings programed into a typical Firmware/BIO's GPU. So Yes maybe that is what you are seeing...
The lowest setting is in General Windows Apps.
What you will see is the GPU clock Speed will have three different levels of speeds... Hey it's A "Green Thing "... So in other words Your GPU is not running at FULL THROTTLE all of the Time. Windows WEI should have sent it to 100% speed, did you see that? Yes, you may need a more extreme GPU benchmark and Display size setting to get your GPU to 100% Clock Speed.
