GPU usage at 4%

I noticed i wasn't getting over 200+ fps on csgo when i have a 1080. and i asked a friend to help me and he said what was my gpu usage was and i told him it was at 4% and he said that was bad. I bearly know about this stuff so if anyone can help me :)

SPecs : I7-4790k 1080 32gb ram liquid cooling

Maybe if a moderator could move your question over to the gaming area in this forum, or make a new post in there yourself you might get someone who has had this problem and could help you.
You are in the GPU area atm and that is not your problem in this case. Your GPU is in fact overkill right now :)

Yes i used HWid monitor was at 4% and the highest was 21%. I play at 1920x1080 and 144hz monitor I didn't check cpu load let me check though
 
Everything seems in order.
At the current resolution you are playing (1080p) you are not really putting any heavy load on the GPU but rather the CPU.
Turn it up to 1440p or 4k and you will see your GPU really starting to work.

Right now your GPU is to powerfull for the resolution. It has "nothing" to work with.

1080p = gtx 1050, 1060 and 1070

1440p = gtx 1070, 1080, 1080ti

4k = gtx 1080, 1080ti
 
Then there is something else slowing you down. Trust me its not your GPU.
And its not your CPU unless you have temp problems.

If you have 4x8GB ram modules, try and take out 2 of them. If you have 2x16GB take out 1 or swap to 2 different DIMM slots. And see what happens.
And if you only have 2 out of 4 DIMM slots occupied I would guess you ofc installed them in the correct DIMM slots stated in your motherboard instruction book.

I have all my slots used as i got 32 gbs
