So I have read multiple threads concerning my RX 480, I have DDU, updated bios, adjusted settings, not sure where to turn at this point. Basically as title says, I get framerate drops at random due to GPU usage dropping. A customer build I made identical with mine but GTX 970 plays same games on Ultra settings @144Hz on 2k, no issues. CPU clock seems to be stable. I also do not have wattman even enabled, i also have powerplay turned off. Here are specs:

ASUS 144hz monitor 1080p
EVGA 600B (tier 3 i know but 49A on 12V)
Mushkin 480gb SSD
All of these components are fairly new.
