GPU usage drops causing low in game FPS

Well, the title says it for the most part. I am playing Borderlands 2, and The Presequel, and other games, and it happens on all of them. I have a GTX 970.

While gaming my RAM goes to 15GB of usage, I have 16GB, and my GPU usage will drop sometimes as low as 3%.
Any clues as to whats going on?
The FPS drops seem to be in direct response to a drop in GPU usage. I thought GPUs were supposed to run at or near 100% at all times..

You shouldn't be using 15Gb RAM. I expect some other program/virus is running in the background. In task manager what does it say is using all the RAM apart from the games? What is your cpu usage when this happens?

By any chance, is your Windows build in 1709 aka Fall Creator update?
