Question Gpu usage fluctuating while gaming and game stutters

So while i am gaming my gpu usage fluctuates almost the whole time between 0% and 100% and it affects my game performance negatively. I just swapped my gpu from 1050 ti to rx580 and then i noticed the fluctuation when it was not working as expected. I am not sure if it did this already before swapping the gpus. And the weird thing is that the usage is almost at steady 100% if i perform a benchmark like Superposition on the gpu. The game lagging was worse yesterday and I did almost everything that i found on the internet to fix it. I took off all my cpu oc's, turned off xmp, used ddu again to remove drivers and downloaded older one's (i think), updated bios and tried different settings in game and now the game (FN) is somewhat playable, so something helped, i think turning off v-sync helped a bit but i am not sure. The usage still fluctuates and in OW too so it's not only FN. I would put a screen shot of my gpu usage charts if i knew how to. And my temps are also fine, on stress tests gpu goes up to 80c and cpu up to 70c and during gaming gpu is maybe little under 70c and cpu max 65c.

Here is my pc specs:
i5 8600k
asus dual rx580 4gb
MSI Z370-A PRO (MS-7B48) V2.D BIOS
4x8gb hyperx/fury 3200mhz cl16
1tb m2 ssd
cx750f power supply

How can i stop the gpu usage fluctuation?

You forgot to mention the make and model of your motherboard. Please include the BIOS version as well.

How old is the PSU in your build?

I just swapped my gpu from 1050 ti to rx58
Use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually reinstall the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

I updated the motherboard info. PSU will be soon 4 years old. I did use DDU in safe mode but i am not sure if i did it right. Do I need to change the settings in DDU? In DDU the gpu brand has to be chosen, will I choose Nvidia or AMD now? Do i unselect booting to safemode before running DDU so after using DDU it will boot up without safemode?
