GPU usage is garbage

Specs:
EVGA Gtx 980ti Blower Style
i5 4690k
MSI Z97 Gaming 5 Mothernboard
8gb of ram
850w Gold Certified Power supply from EVGA

When ever i play any game, my GPU usage is no where near what it should be, and this causes FPS lag. Depending on the game ill get about 30-70% usage. My CPU and GPU temps are good, ive read online that the i5 4690k shouldnt bottleneck my GPU. My power settings are on Prefer Maximum Settings. Please help.

I have not checked my RAM usage...

Yes, I make sure i join servers with a decent ping, and i have fraps running....

I just played DayZ for about 5 mins and the mem usage was around 6000.

I'll be at 60 fps and it will dip down to 45 and the gpu will bump up to 75 from 60ish%
