Welcome to the forums, newcomer!

Make and model of your PSU and it's age? You might want to list the rest of your specs and the version of your OS. Ideally you should be on version 20H2 for Windows 10. As for your GPU, see if you can source the latest drivers from AMD's support site, then uninstall your GPU drivers using DDU. Once you reboot, install the latest GPU drivers in an elevated command, i.e, Right click installer>Run as Administrator.

See if that gets your gaming frames back to previous.

Well, to me it seems like you might want to clean your pc,
Sounds like your card is getting hot then throttling
then heating back up, then throttling some more.
open up the computer up take out the card and blow it out using canned air
I'm also assuming this is a single fan card with a plain aluminum heatsink
lowering the resolution wont help
I assume you play those games you listed at 1080p, maybe shoot for 720p
You might want to blow out the cpu as well

MY TEMPS NEVER GO ABOVE 75

i play gta 5 on max settings still low fps and low usage
i hava rx 560 4gb with an i5-4430s
i have my games on a 500gb ssd
but the weird thing today was i ran heaven benchmark and the gpu was being used 100% in it and the reslults were perfect but in every single game wether its set to max graphics or low it will always have weird usuage like show in the video above and low fps

heaven is a gpu benchmark that does little if anything with the cpu...thats why the gpu hits 100% as it should. In games, which are using the CPU to feed the GPU the issue is you dont have enough CPU to keep the rx560 fed so it's not running at 100%.

What you might want to try is increasing your resolution above 800x600 to at least 1280x720 so the GPU is doing more work...that will lighten the burden on your overworked CPU by forcing the GPU to do more work ans make the games look better.

hello BILZZZ

I'm a Rx580 user and experiencing this problem same as you
as my knowledge this should be a driver problem and will get fixed in future updates

for now , there is no permanent fix for this issue but you can try this:
every time you boot your pc / launch a game go to radeon software then open the performance tab and after that open tuning section... set the tuning control to automatic then select overclock button and select proceed , ok so now your gpu must be in overclocked mode , wait for 10 seconds and then select default mode to turn off overclocking.
done! now you can enjoy your game without problems(please make sure to do this everytime you restart your computer)
if you couldn't fix your problem feel free to reply to this comment. have a nice day
