Question GPU Usage low in everygame (RTX3070)

My GPU and CPU usages are very low. Can someone tell if its bottleneck or what. Maybe RAM

You forgot to mention the make and model of the PSU and it's age? BIOS version for your motherboard at this moment of time? Make and model of your ram used? You should work with a dual channel DDR4-3200MHz with tight timings to help uplift your system's perfoemance.

You need 2 RAM sticks.
You also need abetter power supply.

I recommend at least a MSI AG-F (80+ GOLD) unit, they come in 650w flavor and upwards to 1000 watt.
