Question gpu usage sitting at 97-100

i just upgraded my cpu from an i5-8500 to an i7-9700kf last week but the last 2 days when playing gta its been super bad because my gpu usage keeps sticking at 97-100 non stop and all my settings are on low so im just not sure why my gpu is doing this if someone cold help that would be nice and also i capped my fps to 80 to see if that would help and it did a tiny little but not much Also forgot to mention my gpu is a 1060 6gb and my temp reading are around 50-70 degrese

That is pretty much how most games work...at least ones that are not very simple. They will either max out the GPU or CPU. If your game had some kind of CPU limit before your GPU would run lower because it was waiting for data from the CPU. When you replace the cpu it could now be the CPU can not run any faster because the GPU can not accept any more data.

This is mostly a design "flaw?" in game design. It happens even with the top cpu and gpu you can buy. Now I suppose if you have a 7900x3d and new 5090 and run at 1080p you might get them to not run at 100%. Most people that spend big money for gaming computer are pushing the limit all the time so you always will have something at 100% usage.
