GPU usage spikes

Hello guys so im playing Battlefield 1 and my i get like 0.1sec freezings while gpu usage goes to 30%(60-65%) normal on ultra 1080p, meanwhile my CPU is 90-100% (Framerate limiter is 120) i dont know if my CPU is bottlencking the gpu.I also have Dual channel 2x8gb RAM.
PS:CPU temps are 60*C,GPU 59*C.
Can you please HELP me !

Does it happen on both multiplayer and single player?

So Makentox i checked it on Singeplayer sometimes it does but not like in multiplayer and still the usage doesnt go 99% whats the problem than ? the OS,GPU,CPU or motherboard,

You will never get usage 99+ on both cpu or gpu, battlefield is cpu demanding game, so your gpu doesnt need to work as hard as cpu.
Your cpu and gpu are fine for battlefield, and other components fine to. There can be many reasons i stuttering in games.
Have u tried other games, same issue? Do you have this issue from the first day of playing battlefield1 or u got it recently? You could try also gaming section on this forum it can be related to the game.
Update your drivers meanwhile.

I think i got it recently like when i was using Windows 7 it didnt happened since i installed windows 10 it started i think that ill change my Mobo,cpu and ram and go with skylake. Can you tell me some parts for that ?

You have this issue most likely not cuz of your hardware... Have u tried other games?? I dont recommend buying a new hardware just cuz u have this issue in one game. However if money grow on the trees then why not, upgrade it.
I need to know your budget.
