Question GPU Utilization is wrong at all software, but right on Windows Task Manager

Hello, i have this weird issue.
Before i'm using Intel and Nvidia GPU and everything seems right about metrics meter with Riva Tuner and MSI Afterburner

However after moving to full AMD CPU & GPU, and reinstalled Windows 11 as well, the metrics meter was showing wrong usage.
For example, GPU usage is always 100% or randomly drop 0% in AMD Software, MSI Afterburner, Riva Tuner, HWinfo64, etc
But there's no performance drop and Windows Task Manger showing right and accurate GPU usage (like in the screenshot below)

Is this driver issue related? Or my windows fault?

My PC full specs are:
Mobo: Asrock B450M HDV R4.0
CPU: Ryzen 5 5500
GPU: RX 580 8GB Red Devil
RAM: 16gb RAM dual channel Apacer Nox
PSU: Antec VP500P Plus 80+ White 500W

AMD Radeon using Adrenaline Edition latest version
Windows 11 Pro 23H2 22621

Did you install the OS in offline mode? If not, you should manually install all drivers for your platform. I'd advise on using DDU to remove all GPU drivers from your system(Intel, Nvidia and AMD), then manually install the latest driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

BIOS version for your motherboard? How old is the PSU in your build?

I'm installed in online mode because it required to logged in before proceed.
Yeah i did clean install windows and installed both amd ryzen master and amd radeon adrenaline driver after setup done.

My BIOS version is 10.01
And PSU is maybe 3-4 years old already
