GPU Utilization issue Caused by device manager.

So my day just went from bad to worse. I was having issues with my sony vegas and i was advised on a possible fix that included disabling my gpu from the device manager.
That didn't work and after re enabling it my gpu now refuses to work properly, getting low Utilization on all games. I've reinstalled drivers but to no avail.
Any insight will be much appreciated!

I basically ended up wiping my system clean by reinstalling Windows. I figured the windows insider preview build had a big role with my initial Vegas issue.
Ive now got the system up and running on a clean OS and both the vegas issue and the GPU are working as they should !

Sorry i forgot to include that!

CPU - Intel core i7 4930k
MOBO - Asus Rampage formula IV
GPU - MSI GTX 970 ( no overclocks )
PSU - Corsair 750W
RAM - 16GB corsair vengeance
OS - Win 10 insider build 14931
 
try to perform a clean driver install, use the latest one provided by nvidia.
To uninstall the driver use de Display Driver Uninstaller (DDU) (search at google, easy to find)

be sure your principal screen is plugged at the graphics card

have you did something else to try this 'fix'?
