GPU Voltage only goes up by +25?

I maxed the core voltage using Afterburner, the stock voltage was 1218mV but when I maxed it ( +87) it only went up to 1243mV. Is this normal?

CPU: i5 4690K
GPU: EVGA GTX 970 SSC ACX 2.0+

Yes, the cards are BIOS locked (on the stock BIOS) to only allow around +25 on the voltage to try to avoid users killing their cards.
