Question GPU Won't change fan speed (always at 100%)

hello. just wanna ask for some solutions with my problem regarding my gpu. it's a Sapphire Rx 470 nitro

it's fans won't stop at all. it's idling at 100% rpm and whenever i change fan speeds it never reads it. playing games doesn't give me problems. the noise does tho

things i've tried :

DDU + reinstalling drivers
Flashing a different bios ( to check if the stock bios is the problem)
tried out many applications for changing fans. (MSI Afterburner, AMD Wattman, Hardware monitor)

everything didn't work. even tried reinserting the fan header of the gpu and still no good.

Hi, i have the same problem. i have a MSI R9 270 2G Twin Frozer. and the fans are going crazy, 3900-4100RPM witch is very loud and annoying, im having this problem for around 5 months so far and i did not found a single solution. I tried basically everything but i have no luck with fixing the issue... The problem started happening 5 months ago when i was cleaning my pc. everything was fine i cleaned it properly, no damage what so ever. and when i put all the parts together and i power the pc on, it was quiet and all of a sudden like a airplain is going in the sky (literally what it sounds like) and when i disconnected the graphics card and connected it again, the problem was fixed for 20 minutes and again all of a sudden the fans started going crazy.. If anyone has a solution, i would appriciate it
