Grand Theft Auto 5 running at 0.5FPS

So I've had GTA V for a while. I used to play it on a GTX 670, but I started it up the other day and it would not run any faster than 0.5FPS. Even when in the pause menu, it would take ages to navigate. On the start menu, everything ran fine and as expected.

I thought it may have been a problem with the GPU, so when I purchased an R9 390X I tested to see if it was a GPU/driver problem. It was not. The issue is still there. I've tried reinstalling the game (downloading 70GB of crap took forever ¬_¬) and repairing it, but nothing changed. What the hell could be causing this when it used to run fine before?

I've heard that too, but surely not by this much. It's like it runs smoothly for that split second where it actually works. But then it just stops for another couple seconds.

Yeah, I ran it in safe mode too and nothing changed.

Absolutely 100% certain. Every other game runs just fine, the only potential bottleneck is my CPU (FX-6350) but even then, I doubt it would cause so much of a bottleneck as that.

No, but it's a legitimate digital download. Got it off of G2A or something.

Didn't mean to put this as the best solution. But there is no way you're running ultra at 60fps on a 950.

I've seen plenty of proof, a 950 can't handle Ultra on anything except maybe some Source games.

That aside, do you have any tips on what could be wrong?

Very sorry, I accidentally mixed it with high settings. My i7 5820k and 980 TI play ultra at 100fps. My bad

No, I found out an update from Win10 was causing it but uninstalling it didn't work. Still runs terribly.
